Duplex builder in Carlingford

Carlingford has plenty of older 1970s and 1980s homes on good-sized blocks, and many of them are now being replaced with duplexes. AGA Building is a family-run, licensed builder based just down the road in Rydalmere. We design, get approval for and build duplexes, and Andrew supervises every job on site.

Can you build a duplex in Carlingford?

Carlingford is in the City of Parramatta, and much of it is zoned R2 Low Density Residential, where duplexes are allowed. The light rail has also changed things. Carlingford is the end of the Parramatta Light Rail L4 line, which opened in December 2024, and the area around the stop and town centre is covered by Stage 2 of the NSW Low and Mid-Rise Housing Policy.

Where your block isMinimum lot sizeMinimum width
Within the mapped area, about 800 m walk from the Carlingford stop and town centre450 m²12 m
Elsewhere in Carlingford (Parramatta LEP 2023)600 m²15 m
Minimums for a duplex (dual occupancy) in the R2 zone, as published by the City of Parramatta. The station-area rules have applied since 28 February 2025. Height, floor space and landscaping controls also apply.

Carlingford has a good number of larger blocks, so even outside the station area many homes meet the size rule. Width is more often the deciding factor, especially on battle-axe and irregular lots.

What we check on Carlingford blocks

  • Slope. Carlingford is hilly, rising to Mobbs Hill, and many blocks fall steeply toward the back or the side. Stormwater often needs an easement or a carefully designed system.
  • Bushland. Blocks backing onto reserves and creek corridors may be bushfire-prone, which adds construction requirements.
  • Battle-axe and irregular lots. Carlingford has its share of these, and they can still work, but access and frontage need checking early.
  • Trees. Large established trees can affect where the homes and driveways go.
  • Main roads. Blocks on busy roads like Pennant Hills Road may need acoustic design and can have driveway restrictions.

CDC or DA in Carlingford?

A regular, fairly level block that meets every standard may suit a complying development certificate (CDC), which is usually faster. Sloping, bushfire-prone and irregular blocks more often need a development application (DA) to the City of Parramatta. We work this out at the start and manage the approval for you.

Duplexes we’ve built nearby

We’ve built duplexes under the same City of Parramatta controls in Rydalmere and Ermington, and nearby in West Ryde. We also build in neighbouring Epping and Eastwood.

  1. Free block check. Zoning, station area, slope, bushfire, lot size and width.
  2. Design. Plans that work with the slope of the block, not against it, and suit your budget.
  3. Approval. CDC or DA, with the stormwater, bushfire and arborist reports your block needs.
  4. Demolition and construction. Andrew runs the site, including any excavation and retaining walls.
  5. Handover. A final walkthrough, with every certificate and warranty document.

Carlingford duplex questions

My block slopes steeply. Can it still take a duplex?

Often, yes. Sloping blocks can work well with split-level designs or a garage under, but excavation, retaining walls and drainage add cost. We’ll tell you honestly whether the numbers stack up.

Does the light rail help my block?

If your block is inside the mapped area around the Carlingford stop and town centre, the smaller 450 m² and 12 m minimums can apply. The area is measured by walking distance, so we check the official map for you.

I have a battle-axe block. Is a duplex possible?

Sometimes. It depends on the width of the access handle, the size of the main part of the block and how both homes would get access and frontage. It’s one of the first things we look at.

What will a Carlingford duplex cost?

Size, finishes and especially slope make the biggest difference. Our duplex cost guide covers the main costs, and we’ll give you a realistic budget once we’ve seen the block.
