Duplex builder in Epping
Epping is one of the best-connected suburbs in Sydney’s north-west, with Sydney Trains and the Metro at the same station, and that makes it a popular place to build a duplex. AGA Building is a family-run, licensed builder based in nearby Rydalmere. We design, get approval for and build duplexes, and Andrew supervises every job on site from start to finish.
Can you build a duplex in Epping?
Epping used to be split between Hornsby, Ryde and Parramatta councils. Since the 2016 council mergers it has all been in the City of Parramatta, so one set of local rules applies. (North Epping is a separate suburb in Hornsby Shire, with its own controls.)
Epping station is also one of the centres covered by Stage 2 of the NSW Low and Mid-Rise Housing Policy, which started on 28 February 2025. That means the minimum block size depends on how far you are from the station:
| Where your block is | Minimum lot size | Minimum width |
|---|---|---|
| Within the mapped area, about 800 m walk from Epping station and town centre | 450 m² | 12 m |
| Elsewhere in Epping (Parramatta LEP 2023) | 600 m² | 15 m |
Heritage areas in Epping
Epping has heritage conservation areas, including the East Epping and Essex Street conservation areas, as well as individual heritage items on some older streets. A duplex may still be possible in or next to these areas, but the design has to respect the streetscape and usually needs a heritage report and a DA. We check this first, so you know early whether heritage will shape the design.
Other things we check on Epping blocks
- Zoning. Parts of Epping near the town centre are zoned for apartments rather than houses, and other land is R2 low density. The zone decides what you can build.
- Trees. Many Epping streets have large established trees, which can limit where the homes and driveways go.
- Slope and drainage. Blocks that fall away from the street need a stormwater plan that works, sometimes through an easement.
- Pipes and easements. Sewer and stormwater lines can limit the footprint.
CDC or DA in Epping?
Blocks outside heritage areas that meet every standard may suit a complying development certificate (CDC), which is usually the faster path. Heritage blocks, unusual shapes and designs that need some flexibility normally go through a development application (DA) to the City of Parramatta. We work out the best path at the start and manage the approval for you.

Epping duplex questions
My block is in a heritage conservation area. Can I still build a duplex?
Possibly. Since July 2024, NSW rules allow duplexes in R2 zones, including in heritage conservation areas, but the design must suit the area and council will assess it through a DA. It’s worth getting advice before you buy or design.
Is my block close enough to the station for the 450 m² rule?
The area is mapped by walking distance from the station and town centre, not a straight line, and some land is excluded. We check the official map as part of our free block check.
I live in North Epping. Do the same rules apply?
No. North Epping is in Hornsby Shire, which sets its own minimums. Send us the address and we’ll tell you what applies.
What will an Epping duplex cost?
It depends on the size, finishes, approvals and any heritage or tree requirements. Our duplex cost guide covers the main costs, and we’ll give you a realistic budget once we’ve seen the block.
