Duplex builder in Eastwood
Thinking about building a duplex in Eastwood? AGA Building is a family-run, licensed builder based in nearby Rydalmere. We design, get approval for and build attached and detached duplexes, and Andrew supervises every job on site from demolition to handover.
Can you build a duplex in Eastwood?
Often, yes. Much of Eastwood’s housing is zoned R2 Low Density Residential, and since July 2024 NSW has allowed duplexes in R2 zones. Whether your block qualifies comes down to two things: which council it’s in, and how close it is to Eastwood station and town centre.
Eastwood is split between two councils
Part of Eastwood is in the City of Ryde and part is in the City of Parramatta, and each council sets its own minimum lot size and frontage for a duplex. Your rates notice shows which one you’re in, or you can type your address into the NSW Planning Portal spatial viewer.
Near the station, smaller blocks may qualify
Eastwood is one of the town centres covered by Stage 2 of the NSW Low and Mid-Rise Housing Policy, which started on 28 February 2025. In the mapped area within about 800 m walk of the station and town centre, a duplex can be allowed on a smaller, narrower lot than the councils’ usual minimums.
| Where your block is | Minimum lot size | Minimum width |
|---|---|---|
| Within the mapped station area (Low and Mid-Rise Housing Policy) | 450 m² | 12 m |
| City of Ryde side, outside the station area (Ryde LEP 2014) | 580 m² | 15 m road frontage |
| City of Parramatta side, outside the station area (Parramatta LEP 2023) | 600 m² | 15 m |
Other things we check on Eastwood blocks
- Slope and drainage. Eastwood is hilly, and blocks that fall away from the street usually need careful stormwater design and sometimes an easement through a neighbour’s land.
- Heritage. A heritage item on the land or nearby can change what’s allowed.
- Bushfire and flooding. Blocks near bushland reserves or creeks can carry extra requirements.
- Sewer and stormwater pipes. Pipes or easements running through the block can limit where the homes go.
CDC or DA?
A duplex can be approved through a complying development certificate (CDC), which is usually faster, or a development application (DA) to council, which can handle blocks and designs that don’t fit the CDC rules. Which one suits your Eastwood block depends on the lot, the council and the design. We work this out at the start and manage the approval for you.

Eastwood duplex questions
How do I know if my block is in the station area?
The NSW Government publishes maps of the areas covered by the Low and Mid-Rise Housing Policy. It’s measured by walking distance, not a straight line, so two blocks on the same street can fall either side. We check this as part of our free block check.
My block is just under the minimum. Is it worth asking?
Yes. A DA can sometimes allow a small variation if the design still meets the aims of the controls, and some blocks are wider at the building line than at the street. It’s worth a look before ruling it out.
Attached or detached?
Most of the duplexes we build are attached, sharing a party wall, because that makes the best use of a typical block. Wider or corner blocks can sometimes fit two detached homes. We’ll tell you what your block suits.
What will it cost?
It depends on the size, finishes, slope and approvals. Our duplex cost guide explains the main costs, and we can give you a realistic budget once we’ve seen your block.
