Duplex builder in Telopea
Telopea is changing fast. The Parramatta Light Rail opened a stop here in December 2024, and a large NSW Government housing renewal is under way around it. For owners of houses on R2 streets, a duplex is one of the best ways to make the most of the land. AGA Building is a family-run, licensed builder based next door in Rydalmere, and Andrew supervises every job on site.
Can you build a duplex in Telopea?
Telopea is in the City of Parramatta. Its house streets are mostly zoned R2 Low Density Residential, where duplexes are allowed, while the renewal area around the light rail stop is zoned for apartments. The Telopea stop isn’t one of the station areas in the NSW Low and Mid-Rise Housing Policy, so the City of Parramatta’s own minimums apply:
| Control | Telopea (Parramatta LEP 2023) |
|---|---|
| Minimum lot size for a duplex | 600 m² |
| Minimum lot width | 15 m |
What we check on Telopea blocks
- Zoning. Telopea has a mix of R2 house streets and higher-density land near the light rail. The zone decides what you can build.
- Slope. Many streets are hilly, so drainage and the position of driveways need careful planning.
- Neighbouring development. Blocks next to the renewal area may be affected by future apartment buildings, which can shape your design and its value.
- Lot width. Blocks close to 15 m wide need an accurate survey.
CDC or DA?
A regular block that meets every standard may suit a complying development certificate (CDC), which is usually faster. Steep, undersized or unusual blocks normally need a development application (DA) to the City of Parramatta. We work this out at the start and manage the approval for you.

Telopea duplex questions
Does the light rail change what I can build?
Not directly for duplexes. The Telopea stop isn’t one of the station areas with smaller minimums, so Parramatta’s 600 m² and 15 m still apply. Being close to the light rail can still make a duplex more attractive to buyers and tenants.
Can I live in one home and sell or rent the other?
Yes. A duplex can usually be subdivided so each home has its own title, and we can plan the design around it.
What will a Telopea duplex cost?
It depends on the size, finishes and slope. Our duplex cost guide covers the main costs, and we’ll give you a realistic budget once we’ve seen the block.
